جبار باغچه‌بان ابداع‌کننده‌ی روش آموزش ناشنوایان، پایه‌گذار کودکستان در ایران و از نخستین نویسندگان ادبیات کودکان بود. او در سال ۱۲۶۴ خورشیدی در ایروان، پایتخت کنونی جمهوری ارمنستان، در خانواده‌ای هنردوست به‌دنیا آمد. جدش از مردم تبریز بود و پدرش عسکر نام داشت.
